§ 4.4. Contract for services during drought emergency

Notwithstanding any other provision of this act, the agency shall have the power to contract with the State of California and with the United States, or with either, for services furnished during a period declared by the Governor to be a drought emergency in the area resulting in serious water shortage or quality degradation for the purpose of protecting the quality or quantity of the water supply for the lands within the agency. Such contract may be entered into upon approval of a majority of the members of the board and without an election of the voters. All such contracts shall be limited to one year and shall recognize that the plan is being implemented as an urgently needed relief measure to prevent great losses and that California and the United States have no obligation to provide such service in any future year or years.
